OTA stations audio choppy unless Hopper is turned on

I am having an intermittent audio dropout problem on one of my three joys. It only happens when my wife is watching OTA channels. I have had a Dish technician out and all he can come up with is a signal problem. When you go to the OTA settings the signal is near 100, so I doubt it is a signal problem. If you move that Joey to a different TV location the problem does not follow the Joey. I suspect a problem in the Hopper
Has anyone else had this problem. If you can provide me any possible solutions I would greatly appreciate it.

If you take a working Joey from another room, and place it in this location, does it quit working as well? If so, you have a cabling or Hub issue. Likely a splitter or something of that nature somewhere in the line.
